Are new home prices negotiable on a house that is already built if yes how much?

I’m looking at some new homes in the Raleigh, NC area. ME and my wife are in the market to buy a home. (We have good credit and a good down payment). These new homes that are already built in the new neighborhoods have stated prices. Are these negotiable?

    Builders are usually less flexible on price but you can often get them to do other things, like paint or provide certain upgrades to the house, instead. Of course if the house has been completed and empty for a long time the builder might have to readjust his profit margin by selling for less. If you are unsure, go fishing with a low ball offer. The worst thing the builder can say is "NO".
